I'm unaware of the quest being removed, someone said they were helping them just recently with this quest..

The NPC you need to find is the Archer Skill Master in Elderine..

When you talk to him, see if there is a "Quest List" option, it may be hidden another another quest that you've got with him.

If that is the case, click on "Quest List" and it should drop down and show u other quest that you can accept from him.
