i dont think the minidragon was an event, i think it was just dakkon having some fun, kaalan does it all the time... dakkan was in charge of the mission impossible event, so when he left he probably had to go to that...
he probably didnt give prizes cause it wasnt an official event... correct me if i'm wrong.
