If you solo frequently, I suggest empowering Bash with 5 points in damage and 5 points in SP consumption. If not, then Bash empowerment is negligible.
5 points into SP consumption and cooldown for Heal. It'll be your main heal.
5 points into SP consumption for Rejuvenate. I use it a lot, personally.
After that, I put 5 points into SP consumption for Recover. I think it's a waste, however...but that's my opinion. What you do is up to you, after all.
