I just max damage for both. I've considered putting points into cooldown, but I never did. It brings the cooldown to 8 seconds instead of 10 for aimed shot I think and it doesn't really seem worth it to me.

If I'm soloing I'd hope to kill whatever I'm fighting in the first volley and a few normal attacks that follow which should fell the mob before skills recharge anyway. In parties I don't see the 2 seconds mattering much at all. So that's my thoughts on it, but I don't really know what else to spend the points on atm so I just save up for later levels. SP reduction might be a good option for certain skills too.
