It's like Lirange says, you can buy hats as skins, they've become wildly popular for some reason. You can have all sorts of wacky hats from simple baseball caps to the weird drink hats, cowboy hats...
Imagine how ridiculous they would look on one of those DoTA heroes. Still, popular stuff is popular.
