You have to go to Shutian in Elderine. Click on the "Quest List" option after clicking on him. Look for the one that says "Acceptable."(sorry I forgot the name) Then go to Sean in Forest of Mist to start the job change. Good luck!

Side note: You cannot get level 20 gears yet because their requirement is "CleverFighter"/"HighCleric"/"Hawkarcher"/WizMage" in addition to the level requirement. You may obtain/buy these when you successfully complete the job quest. This also applies for the other 2 class changes, at levels 60 and 100.
