try waiting a bit longer. i've seen it take a couple minutes before. if that doesn't work just try going into windows normally again and you may be able to delete it. the reason why it couldn't before was hopefully just because it was in use from trying to run the launcher before.
if you can't even delete it after that then you may have a serious problem. not being able to delete files is what happened before my last hard drive died.
