From my experiance luigi is pretty nice. When my fighter was staying at 46 I used to see him in 3x abyss. And no I wouldnt pk anyone in there below lvl 40... and I'd mostly 1v1 45 and 46 players.. or take like 3 on at a time
But I'd agree with andro and say he isn't very skilled, I dropped him with ease.
