Windows is set to a display resolution your monitor cant handle. Hook it up to a different monitor (or an HDTV with the right input) change the resolution to something your monitor can definately handle (800 x 600) and then hook it back up to your monitor.
Safe mode will work, but Im not sure how u change the resolution in regular mode through safe mode, safe mode defaults to like 640x480 or something.
