Using the pattern tool.
You make a 3 x 3 file with transparent background. Then get the pencil tool and draw a diagonal line. Go to Edit > Define pattern. Go to pattern stamp tool and you can select it from the drop down. x__x Or you can zoom in and make individual lines. xD
