So far it's only China that has been banned right? I don't say only to mean that China isn't important just to clarify that it alone has been banned. China has some pretty strict rule and regulations that they try to impose on game companies so maybe it was just better (easier) for Outspark to ban China rather than try to conform to their rules.
Before all this I don't think Fiesta has ever been supposed to be geographically limited to North America and it probably won't be in the future, but that's just my guess.
