I guess natural talent plays a big role. If you have natural talent, you would be able to learn it quickly as if it's a piece of cake. If you don't, it'll take ages.

I don't have any talents for that style of anime drawing, plus my laziness and dedication to learn, I can't draw like that =[

It'd be cool to be able to, though! I just had drawing things in proportion xD HAHAA
