Something to add-

I would say, if you haven't tried in Uruga and you're about to try it, make sure there's no one standing next to the NPC so there's no other guild storage spaces open.

If what CSR Joker said applies and that it's related to population count, then I guess doing that won't help much, but it doesn't hurt to take precautions.
