When you volunteer, it generally means to give of your time/effort/money without payment or tangible benefit. Since you are apparently required to perform community service hours (did you knock over a liquor store?), fulfilling that obligation is not volunteering. If, after you have completed your mandated hours, you continue working with some sort of volunteering organization, then you will be volunteering.
I say tangible benefit, because quite frequently some people will say they get a sense of satisfaction from volunteering, which may be beneficial, but it isn't tangible.
