Well, cattle is kind of an odd case in English. There aren't any gender-neutral words that can be used in the singular for cattle. A cow and a bull together can be "two cattle", but each one would be referred to either as cow, heifer, bull, steer, calf, etc.
Now, that's not to say if you see a field full of cattle someone won't say "Hey, look at the group of cows." That's not proper or correct, but it is common. So it bring in even more confusion.
