Hmm, what level are you?
I actually suggest you to save up your skill points till later levels, rather than add them as you get them as tempting as it may be. Regretting putting in skill points is a pain the neck and skill resets are hella expensive.
Generally, your first few skills are not worth empowering in power. Usually, I hear people saying they empower the power of Fire Ball because that's the most powerful skill, but you don't get that till 53.
I'd say to start off with empowering the CD of your magic missile first since that's pretty much the mages' bread and butter in the first lot of levels, but save your points. I have saved 19+ points until I reached level 60+, which is when we start getting the better skills (+ the PvP disabling skills!).
