Outspark is a company that holds the American (north/south) license to operate OnSon (Korea) games. Thats why a while back thy had to cut off Europe, another company holds those rights.
Outspark makes their money from the cashshop and pays fees and commissions to OnSon.
OnSon controls game content. Outspark can make requests and suggestions. I think that OS may do some development which could
explain some of the bugs that always seem to make there way in. If OS and OnSon do not fully understand the code changes the other is making error can creep in and be difficult to locate.
