There are multiple problems with what you propose.

The biggest, is like the above posts say, that items worth enhancing are items people don't want to even risk losing, and they will spend whatever money they must for it, however ridiculous.
The other more practical issue is that the last 3 steps are what consume most of both in-game resources (in terms of Xir stones) and real resources (in terms of CS items) - the 6 prior steps you propose to skip are unduly risky for what they save, in the eyes of someone who is willing to shell out for the last 3.
