Start with tier 1. I (and lots of others) have noticed it VERY tough to enhance tier 1 items beyond +3 until you get above level 15 or so. This gradually improves as you increase in level until it is pretty easy to get an item to +6 at level 25. The kicker is level +8 & especially +9. Enhancing Tier 1 items was made easier in general in a past patch. I'd be interested to see what difference (if any) the enhancer's level makes on a Tier 4 item.
