Considering that you can actually buy old dust from Nina in Elderine for 60c, 40c certainly isnt ripping anybody off. In fact, I think I see most people buy old dust for only 10-15c around FoT gate.

Low level equipments with stats are surprisingly hard to come by, because the low levels go by fairly quickly, not many are around and.. people probably NPC them coz they don't sell for much...

Generally low level gear are placed around Roumen market place, or in the empty area in front and around kid woz in Elderine... not a lot of shops but.. generally they're level 2x-3x gears i think...
