There is open-world PVP and PVP instances in the game. I'll first cover the rules of open-world PVP.
Open-world PVP rules:
1) Players below level 45 are immune to PK
2) Players above level 45 can engage other players above level 45 in open world PVP.
3) Players who PK another player gain infamy. Killing a player around your level gains you -1 infamy. Killing players much lower level than you gives you even more infamy.
4) Players with -1 infamy or more will have their names in red (normal players have their names in white). When a red-named player is killed by another player, he will drop items and lose experience. White-named players do not drop items or lose EXP when PK'd.
5) Players with -3 infamy or more will have their movement speed slowed, and will be attacked by guards.
6) Infamy decreases over time, so eventually players will return to 0 infamy.
As you can see, open-world PVP has strong deterrents to ganking other players.
PVP Instances
We are developing PVP instances for both small-scale encounters and large-scale battefields. These will be scheduled releases after the game launches. In these instances, players do not receive penalties for killing other players (since it's the objective and all).
