I did a dungeon raid with a bunch of lvl 22's
And the lvl 22 dragoon can tank pretty good.
You just gotta make sure your fused and have hp pots and at least one mystic and a healing pet would help.
We only did it once though=/
Still need the chest and the hat for my rogue=/
