Use it on one monster?

It looks like the 'spam skill' but it's in green and with arrows... I'll take one if I can. I got the AoE around 3x... but it's available at Lv25. At Lv35 I got my second AoE which has a 3 second cast time and 60 second cooldown... so it's definitely not for kiting. D;
