You have to buy it at... hm... blacksmith? Or the Item Seller in Pokari City... OR go to your hometown and buy it there.
There's a quest that will give you a Lv15 weapon. Also... the instance dungeon drops some 15 armour... so you could party up and collect your gear in there. Those give off a green glow. *0*
