I think it's unlikely to do with catching someone in random acts of kindness. That might play a part but they probably look at a variety of things. What you generally sound like from posts on official forums (if you have any) in-game+forum reputation and name-recognisability...
It's probably a forum-admin/GM notices someone, they don't look too bad from obvious history, asks a few random people, and bam! PoTM.
