Not necessarily.

You have 95% - (weapon critical) - (license critical), which varies it. Even still, it's around 90% chance of not landing a critical.

The END, on the other hand, will always be there. Not to mention block and increased defense, 25 END = 2.5% block rate. It's not much, but it adds up. Not to mention about 12 extra defense as well.
