About the only way to actually confirm it would be to have a character in that level range test it out. Since 28 is a fairly low level, I'm sure there have been several of the usual wiki editors go through the quest and gather info. There could have been changes from a patch (unlikely) but there also could be a typo, but generally the wiki can be trusted. I know a lot of man hours went into the information gathering.
