Yeah, the guild master controls the whole guild, but the academy master has power over everyone in just the academy.
By default the guild master is also the academy master, but I'm fairly sure you can change that (I don't have any guild members to test that with.)
Also, it started working randomly, even though my person was in town. Dunno.
