I, um, don't really encounter that a lot in Seattle.
In Alaska though, the spring is known as "brown season" because all the snow melts and there's brown all over the city. It's really nasty. And all the dog crap emerges from brown mounds of snow. Not to mention all the grass is brown from being under the snow all winter. So it's pretty depressing...
