Same with Curly's Ruined Outfit it says at 81 but it starts at 80. But... it's also written at 79/80 section. If someone can double check that, I'm sure I received it at 80.

I would edit it myself but the tables look scary and don't know how to do them. D:
Turned 79 tonight. I received Curly's Ruined Outfit quest. So, I have updated the wiki to move it to level 79.

Also added that the level 77 Missing Ladies of Uruga quest is repeatable.
