I was told by a friend while playing today that the patch thats coming out will not allow people below level 6 to shout. This means that the spammers will no longer be able to shout without leveling up first. And seeing as how I doubt they can level up, we won't have anything to worry about. In the shouts at least. But they still post that in normal which is annoying.
