Just as in the real world, there is no relationship between what something costs, and what it is worth. Undercutting the nearby competition is a good and a fair tactic. The customer then has an option to compair prices and make a choice. I make all my stones and scrolls from my own drops so there is no "out of pocket" and every thing I get is 100% profit.
I like to lowball my prices to move the items from my inv quickly and make my $$ on volume.
If someone is underselling you then you can buy up their stock for resale. If you see me with a store near you by all means, buy my stock. Beware however that I may have more and will set right up again!
There is just no need to be greedy (not that I am saying you are). I often see plp trying to buy mats for less than NPC prices and that is just trying to cheat plp. I also see hugely overpriced items such as rings that drop like rain
and learning scrolls that can be purchased for 1/10 the asking price.
Let both the buyer and the seller beware.
