I don't think it is a problem.

I think it works like the recent mess with cash-shop compensation/(renamed reward) for the server move mess. There were two codes for Fiesta, depending on the code you got a specific cash-shop reward, but only if your email was in the system matched to the code.

So everyone that gets the emailed code for Blackshot will probably have the same code.

For example, I got the code and gave it to Spirit, but her email is not entered into the system, then the code just does not work for her.
