it's level based. i remember when i hit 20 on my archer i didn't use a single stat point.SP stones cost the same before the job change and after the job change when i used all 25 points on spr.

pots seem really useless. even if you save every mat and make hp and sp pots whenever possible, you still will be on too low a tier for them to be usefull.

^i'm doing the above method (mostly because if i vend i can sell the pots for more than the mats, however, i never use pots except for job change) and by the time i hit tier 2 for pots, i will have enough HP that the stones will still recover more.
