Highest Level.
From looking at other sites about Fiesta. [Fan sites]
I have found out the last skills [assuming as it is the last skill said to be obtained] for all jobs was 79. So maybe the highest level is maybe 80 or so. This would mean a massive amount of grinding is going to be needed.
