Uh, not so. There are quite many quests that can be started at 2 levels only, and most quests stretch to more than 3.
A fantastic chisel, the Lv 52 repeatable quest, can only be started at Lv 52. There you go.

I'll clarify the issue for anyone interested. Whether you can obtain a 'Quest Start' depends on just two things: your level, and prerequisites. In most cases the prerequisites are previous quests, maybe in the same series, maybe not (by name). Sometimes you may need to obtain a drop first (like Tonic for the Sick Ogre). It has nothing to do with how many times you repeated the quest.
Also, there is no hard-and-fast rule regarding how many levels later on you can still get the 'Quest Start'. This level range varies unpredictably for normal quests, but is 3 for most repeatable quests. Contrary to what
Triumph stated before, the Monster Collector 2 repeatable quest is up to 78 only. This is in the
Wiki, do refer to it.
