Outspark won't always respond to PMs. The issue is pretty much between the person reported, and the GM (you could always try a PM receipt, it lets you know when the PM has been opened). Also, they get many PMs, if they take the time to respond, they can get behind in work. Some issues may be more urgent than others.
Also... they cannot go by he-said-she-saids, I hope you provided screenshots? If there is no proof of this harassment, then they cannot act.
Also also, you could always try whispering a GL. They aren't always online, but its worth a try, there's [GL]Nei, [GL]Fox, [GL]Asp, and [GL]Rae.
When talking to a GL, don't be vague or demanding. Tell them you are having a harassment issue with _______.
Just try to be sticks and stones in this situation. Anyone who talks to you like that is not a friend, and doesn't deserve your time.
