Previous two posts justify what I said. Unless you dun plan to level higher.
I mean count the other skills... There's still Immobilize with an 8 second cool down time. Power Hit/Slice and Dice CDT is 6 seconds I think.
At level 51 there's Vampiric Strike [the one that heals you for a few hundred HP] and it's CDT is 2 minutes. Why not empower that? Way way better idea is to empower on Accurate Strike or Precise attack which comes at level 60, though I lack knowledge of those two as I do not know which is better to empower, what weapon requirements it has, what it's stock CDT is, etc.
Also there's Whirlwind attack with a CDT of 2[?]3[?]4[?] minutes.
