thats exactly the point of te kick. no one wants to wait 2 hours to get kicked from a KQ so they'll act accordingly in the KQ to avoid kicking.

and there could be a limit like 1 vote start per user per 24 hours or max of 3 votes per each KQ or something along those lines to keep people from abusing the system and spamming kicks.
