Then I would do a test........see how much I would have to spend in an attempt to get something to +9 without any cash shop items. It might even be impossible, but with that much money who cares!?
If that plan failed I would just buy +9's of everything for every level, even the ones I haven't gotten to yet just so they are ready for me when I get there.
