Au contraire, Outspark demanded IP bans for US Fiesta players for EU Fiesta, and refused to release character information to Gamigo. This basically left Gamigo no choice...if EU Fiesta isn't IP banned, they lose out on potential customers in US while Outspark retains full reign, since very few EU players will want to move just for fun.
I believe at least one of the Teva major merchants is affected by this. Just a random observation.
