Oh, let me clarify - by "offer more than the NPC does" what I mean is: go to the NPC and see what the NPC will pay you if you sell them the meat and then offer to pay more than that amount.
For example (I don't know for sure so these numbers are for example only):
NPC will pay you 3 copper per meat - you offer to pay 5, 6 or 7 etc copper.
You can offer the same as the NPC, I have and I have had people sell it to me because many people understand that selling to the NPC just removes those pieces from the game and would just as soon someone playing get use out of them, but that buying is a bit slower.
Another option is - if the NPC Nina sells it to you for 45 copper, set up to buy for half that and I bet you would have lots of takers.
