There's a window mode which is what you should be using. The fullscreen would probably only work for someone with 800x600. For some window reduces lag apparently.
The lag issue is almost completly dependent on the host of the room's connection... unless you don't meet the system requirements. Even if your connection is a little slow, like mine is sometimes, I can still play solo if I wanted to.
