This is what I did for April Fools day a long time ago: Grab a tubule (round thing for storing blueprints) that can fold, go out on the road and wait for a car. When you see it come, unfold your tubule, stand on one knee, and mount one end of it on your shoulder.

Perfect traffic stopper. Or speed upper if you stand behind a car.
