But it honestly doesn't really relate to the relative location. It's more dependent on the level of the map itself. After a certain map level, it starts warping you to Elderine instead of Roumen.
The Forest of Mist gate is
at the very top. Go through it and suicide and that should warp you to Roumen. Don't spend money on scrolls--they're getting kind of pricy nowadays.
