I've added the Tier 4 production points for scrolls.

These numbers are from korean fiesta, verified with shine online and taiwanese fiesta as well.

I have not added where to get them as I dont know what outspark has planned. Currently they can be purchased from the skill-master NPC's in the other versions for a price of 190 silver.
