I posted in the official forums about this too but the quest is activated when you have that item in your inventory at level 49.

Then you go take it to Avon and he'll have the egg on top of his head. The only problem: I don't know if the quest itself has been opened up/implemented for Fiesta. This information is from BK Wiki.
