Just play through the Adventure mode to unlock all the characters except for 3 of them.

You gotta be 20 event matches to gain jigglypuff
gotta beat Classic mode on Hard with no continues with Link to get Toon link
Beat boss mode on any difficulty with no continues with Fox to get Wolf

All of this HAS to be done after Adventure mode is completed. It can't be done before.
