Heal is usually better since u cant exactly spam restore, but if u are soloing then heal may heal more HP than ur max, which would be quite pointless and just waste SP.

Heal will never heal more HP than your max (unless you're an extremely low level) - provided you're smart and
actually use all levels of Heal. Lower level Heals not only save you SP, but give you more HP per SP point.
Heal is always superior. Restore is nice though, just as an extra aid.
