Yes, but some people cannot afford CS items or their parents will not allow them to spend money on games, so they are compelled to attempt to enhance the risky way.
It was too risky for me before CS items, so until CS, i did not attempt to enhance. I looked for a weapon that was already enhanced and bought it.
